Navigating Global Uncertainty through a Comprehensive Circular Economy Strategy

In recent years, the global landscape has changed rapidly. Net-zero emissions and the circular economy are no longer solely environmental issues—they have become critical factors influencing resource security, industrial development, and economic competitiveness. With limited natural resources and highly concentrated industries, Taiwan faces growing pressure to reduce dependence on external resources and secure critical raw materials. At the same time, transforming waste, water resources, and industrial by-products into valuable resources has become shared priorities for both businesses and government. At ECOVE, resource circularity lies at the heart of our business strategy. While continuing to strengthen our core businesses—including energy-from-waste and resource recovery, water reclamation, high-tech waste recycling, and electromechanical facility engineering, construction, operation and maintenance services—we are also actively responding to global sustainability trends by delivering more comprehensive circular economy solutions. Circular Economy Trends Amid Global Transformation

As global industrial supply chains continue to evolve, businesses once prioritized cost efficiency above all else. Today, however, factors such as tariffs, geopolitical tensions, armed conflicts, and raw material price volatility have shifted the focus toward supply security and risk diversification. Consequently, advancing the circular economy has become a strategic priority for countries seeking to strengthen resource resilience, enhance industrial competitiveness, and mitigate supply chain risks.

The European Union provides a notable example. In addition to promoting waste reduction and recycling, its policies increasingly emphasize the quality of recycled materials and the development of market demand. The EU is expected to adopt the Circular Economy Act in 2026, with the aim of ensuring a stable flow of recycled materials into industrial supply chains. At the same time, the Critical Raw Materials Act incorporates recycling into its broader resource security strategy, aiming to reduce dependence on single-source imports of critical raw materials. These initiatives underscore that the true value of the circular economy lies not only in recovering resources, but also in ensuring that recycled materials are consistently utilized, widely accepted by the market, and capable of supporting long-term industrial development.

Taiwan's Resource Circularity and Industrial Transformation

Amid the ongoing restructuring of global supply chains, industries across Taiwan are actively transforming their operations to strengthen resilience and adapt to an increasingly uncertain environment. With limited natural resources and a heavy reliance on imported raw materials, Taiwan's high-tech industries—including semiconductors, electronics, and precision manufacturing, all of which play critical roles in the global supply chain—require not only a stable supply of water, energy, and chemicals, but also reliable waste management solutions. As multinational companies place greater emphasis on localized supply chains and greater control over critical resources, resource circularity has become an essential enabler of industrial expansion and resilience by helping secure the supply of key materials and reduce supply chain disruptions.

From a policy perspective, Taiwan's Legislative Yuan revised and renamed the Resource Recycling and Reuse Act as the Resource Circulation Promotion Act in June 2026, while also amending selected provisions of the Waste Disposal Act. Together, these legislative reforms mark Taiwan’s transition from end-of-pipe waste treatment toward full product life-cycle management. Their key objectives include fostering the circular economy industry, expanding regulatory oversight to emerging waste streams, and strengthening the management of resource reuse, thereby helping domestic industries move from a linear production model toward a circular economy. As this transformation gains momentum, building circular economy capabilities is no longer simply a matter of regulatory compliance—it has become a strategic imperative for businesses seeking to remain globally competitive.

As global supply chains continue to evolve, Taiwan's technology sector is pursuing zero-waste operations, low-carbon supply chains, and resource recovery initiatives to reduce supply chain risks while meeting growing customer and societal expectations. Achieving these goals requires far more than individual technologies or equipment; it demands integrated capabilities that span the entire resource life cycle. This comprehensive approach has long been one of ECOVE's core strengths.

With more than three decades of experience in the resource circularity business and backed by the EPC expertise of the CTCI Group, ECOVE delivers one-stop integrated services covering every stage of the project life cycle—from early-stage planning, investment, engineering and construction, system integration, commissioning, and operations and maintenance (O&M) to ongoing performance optimization and the marketing of recovered products.

In the area of waste solvent recycling, ECOVE, through its subsidiary ECOVE Solvent Recycling Corp. (ECOVE SRC), recovers waste isopropanol (IPA) generated by high-tech manufacturers, purifies it into industrial-grade products for reintroduction into the market, and continues to advance technologies for producing electronic-grade IPA. To address the growing demand for sulfuric acid recovery in the high-tech sector, ECOVE has also leveraged the CTCI Group's engineering and plant construction expertise to collaborate with strategic partners in developing pilot plant technologies that support the practical reuse of industrial by-products. Looking ahead, we will continue evaluating and advancing related technologies and partnership opportunities to expand our portfolio of high-value resource recovery services.

In the energy-from-waste sector, ECOVE currently operates 11 EfW plants across Taiwan, making us one of the few companies in Taiwan capable of providing fully integrated end-to-end services covering waste collection, recycling and resource recovery, and energy-from-waste (EfW), and final disposal. Our project experience has also extended beyond Taiwan into international markets. Driven by our unwavering commitment to improving resource cycling efficiency, ECOVE has maintained a leading position in the industry for many years. As multiple EfW plants in Taiwan undergo replacement or life extension projects, we will capitalize on the Group's engineering expertise to actively pursue new projects and technical service opportunities.

Water reclamation is another long-standing focus of ECOVE's business. We operate numerous wastewater plants, reclaimed water plants, and  desalination plants throughout Taiwan. From wastewater treatment to reclaimed water supply, our strong O&M capabilities help improve water-use efficiency and support sustainable water management.
