ECOVE has accumulated twenty years of experience and know-how in the EfW sector having successfully developed and operated large-scale plants in Taiwan and Macau. Our close collaboration with CTCI, our parent company and one of the world’s leading engineering-procurement-construction contractors, affords us the unique ability to integrate project investment, development, and operations. We have a proven track record of forging long-lasting consortium partnerships with both local and international partners, and apply more than two-decades of operational experience to accurately estimate whole-life costs—capital expenditures (CAPEX), operational expenditures (OPEX) and reinvestments—to each new project.
Investment Model
ECOVE is highly experienced in public-private partnership (PPP) projects, including projects that are fully and partially funded by the government. We develop and manage the following PPP contracts:
- Build-Operate-Transfer (BOT)
- Build-Own-Operate (BOO)
- Build-Transfer-Order (BTO)
- Rehabilitate-Operate-Transfer (ROT)
Management
ECOVE has extensive experience managing the complexities of large-scale EfW plant developments. Our management team closely monitors the progress of each PPP project, overseeing the project from start to finish. During the construction phase, we manage the schedule; during the operations phase, we are responsible for managing the contract — we closely monitor each project’s progress, ensuring all requirements are being met during the course of the contract. Throughout the long duration of a typical PPP project, we take care to foster healthy working relationships with stakeholders, by providing professional support and encouraging effective communication.
Consortium Partnerships
With years of experience managing PPP projects, we have a clear understanding of the responsibilities, risks, and rewards associated with these projects and how to build strong partnerships to avoid unnecessary complications. ECOVE has formed and managed multiple effective consortium partnerships, both local and international, by following clearly defined consortium agreements and good governance practices. We have built strong relationships with our partners — construction contractors, service providers, lenders, and operations and maintenance providers — efficiently communicating across different industries to create successful consortiums.
Financing
We provide all necessary funds to finance the development of EfW plants. With years of experience and in-depth knowledge of EfW plants, we can accurately predict capital expenditure (whole-life cost) for a new plant, eliminating the risk of capital shortcomings and cash flow issues.
Our major sources of funding:
- capital expenditures from shareholders
- corporate loans from banks and financial institutions (e.g. debt, equity, bonds)
- third party funds, and direct funding from the government
Featured Projects
Miaoli EfW Plant, Miaoli, Taiwan
The Miaoli EfW Plant, Taiwan’s second BOT-based EfW incineration plant, was completed in 2008. The Miaoli EfW Plant covers general waste incineration and handles about 500 metric tons of waste per day, generating 74,033.56MWh of electricity per year, and supplying energy for 23,800 households.
Wujih EfW Plant, Taichung, Taiwan
The Wujih EfW Plant, Taiwan’s 1st BOT-based EfW incineration plant, was completed in 2004. The Wujih EfW Plant handles 900 metrics tons of waste per day, generating 142,239.84MWh of electricity per year, and supplying energy for 45,600 households.
